Talk about mixed messages. I thought us Quad bike riders were always ILLEGAL.

Or am I wrong?

Mistaken I'd say.
ALL VEHICLES ridden or driven on public land must have registration with CTP insurance and be operated by a licensed rider/driver.
That is the basics. State forests,car parks, beaches and fire trails are
all public "roads".
The detail of HOW a rego can be used is the devil of it all.
Quite often permission must be sought and, in some areas, a written authority to ride must be carried with you.

When I used to ride in the forests of SE Qld, I had conditional rego, with CTP.
Despite being pulled up on various occasions, I was never fined because I had rego and was compliant.
To quote one particular trail bike cop, after examining my rego papers;
"I know you must be breaking some law, but I'm blowed if I know what it is!"
I did, but I wasn't telling! laughing

but you don't need a licence to operate a quad on Stockton beach.... interesting thing is, when I received my last quad rec rego renewal, it said that I could ride the bike to the nearest place that I needed to visit to renew the rego... Given that I don't have a bike licence, and don't need one to ride this type of vehicle (according to RTA rules)... I wonder, if I waved the letter at the cops whilst riding to my nearest RTA office, if they could book me..

I'm not sure who looks after the shemozzle that is now stockton, but I'm fairly certain that all riders/drivers have to be licensed.
Otherwise it'd be legal for any unlicensed rider/driver to have a go there, and that has a lot of ramifications legally.......

Re the license....
The Federal legislation is a car license is required to ride a quad, because it has 4 wheels.
The states pretty much follow the feds on that. Their is some exceptions, with some states going the "it has handlebars so a bike license will do" route.
Common sense says that quads are neither quad nor motorbike, but common sense and the "authorised" use of quads is anything but "with it".

Re driving a unreg vehicle to renew the rego to a transport office.......
It is allowed in Qld, but you've got to have ctp first, OR apply and get the permit to drive/ride unregistered.
It's a judge that would make the final ruling if you got charged......

The first part is right (pretty much) but the second isn't quite there.

No licence is required on the part of Stockton Beach that is the recreation vehicle area. The reason is that many of the rules that apply on public roads (including the rules relating to licence requirements) do not apply in a recreation vehicle area. If you are outside the recreation vehicle area you need a licence.
