I'd start with a fresh batch of fuel just in case you accidently added oil twice (I do it with the Victa every now and then lol).
For 32:1 you should be using 31ml of oil per litre of fuel by my calculations.

Also like mart said, what carb sizes have you had on it? Once you let our air cooled guru know im sure he could tell you some starting sizes for the jets for that carb.. ay mart!

Good luck mate.

I know you said youve tried different carb setups mate what ones did you try exactly??Also what pilot jet are you runnin does the mixture screw make a difference when its idling if theres no difference it could be way to rich on the pilot circut hence the smoke and wont idle and fuel in the crank case.If you have an air box mate put that on with the lid on try a bone stock 36mm pe carb(dont qoute me on that for the stock size pretty sure it is) 130 main jet NAh prob go 138 or 35 with your pipe.55 pilot and go from there 1 an a half turns out on mixture screw.Honestly mate run it with the airbox from my experiance tryin all different setups it worked best with airbox with lid off jetted to suit. Also could be the crank case seals i know you said they are new i put after market brandnew ones in mine once and got 2 days out of the ol girl and couldt get it to run right jetting was always different done a leakdown test on the crank case found it straight away put honda ones in it problem solved.before you pull it apart do a pressure test on it have you got a tester if not id be more than happy to whip ya one up mate as i need one myself as ive lost mine i can build another if you would like they are very handy or if you do have one thats what i would be checkin before you pull her apart again .shell be right mate wont be to much.soz for the babbling on lol

Thanks for the reply...
Its beens running like this for ages When it first started doing this I had a 85 250r carb on it then I've tried a new oko30mm flatslide carb and now I got a new mikuni tm38 I've tried from a 20 all the way upto 55 pilot, different needles,Adjusting the mixtue screw had barely any difference I had the idle screw turned all the way in til it wouldnt screw any further and it still wouldnt idle.I've also tried 2 sets of reeds (stock and boyeson) still no difference. If you could make a pressure tester for me to borrow so I can check for leaks in the crank case that would be great thanks. Its back together again so I will mix up some fresh petrol with a leaner oil ratio for it and see what happens then.
Thanks

hhhhhhhhhhhmmmmm its hurtin my head sittin here tryin to give you an answer but over the net with out listening to it we all know is impossible. my bet would be its lettin crank case oil in.its either that or its way to rich on the pilot but like you said youve tried all the diff carbs and pilot jets,So we can kinda rule that out.And cant really be a gasket/air leak because it would be doing the oppsoite and reving up high and leanin out..

Now i know yas will all be against me on this but mate a quick try is drop the gearbox oil completely out of it.start it and let it warm up and see if itll idle, then see if its still frieght trainin (blowin as much smoke as you said) all in neutral of course and dont ride it obviously.a coulple of minutes is all itll take .
or......
if ya a wuss lol jk an wanna do it the properway ill whip up a tester tmoz an well check it that way.Just remember its not just the seal the oil can get through i pinched the center case gasket puttin the 500 together last time could be that.or maybe even a hairline crack through the crank case .ok now im just rambling

I played around with it abit today still no luck with it,drained the tank got some fresh petrol mixed up a leaner fuel ratio, new b8es plug, played around with a few different pilot jets still no luck.I kept checking the oil in the bottom end and each time I drained it I got 800ml out of it each time. The leak down tester would be great.
I will try starting it tomorrow with no gearbox oil and see what that does...
thanks

Sorry Jamie I know it's harsh but having raced CR's back in the eighties and then returning to 2 strokes when I restored my '78 CR and '83 250R I just prefer the 4 strokes. I think it's just an Old fart thing.

One of the key things I found was to always use the stock carby and then rejet accordingly. Maybe I didn't get as much HP as some of the others but I did manage to always get them running well.

Nothing like sitting on a 4 stroke and hitting that E start button, yes even my 350X is E start and my XR 400 I converted to E start.
Even my whipper snipper is a bloody 4 stroke now.

I got my 250r going again, huge thanks to ben for giving me a set of cases and a top end so I built another motor last weekend. Its a stock motor with only boyeson reeds and a 71.5 piston with the stock 30mm carb and it seems to go alright after taking it over to stockton today. Now I got brand new mikuni 38mm carb thats no good to me, anyone want to buy it?? haha..Have to give it another tidy up, get the axle straightened since I bent it a few months ago thanks to a tree stump, and get a set of 8" rims for them 22" tyres that ben gave me that he got with his 83R that he bought the other week.

Jamie,
Good to see your back on 3 wheels and that someone actually made it up to go for a ride with Dave.
I spent the day under the Hot Rod designing engine and gearbox mounts, made up some out of light gauge steel, next step is to get some decent wall thickness steel.
I was going to try and get up there before they shut down for some time but doesn't look like we will make it.
Put up with that stock carby and re jet it until you get it right.
