I would go over to his house and confront him..see if has has the balls to say anything to your face...

Or ask him to join you for a beer, spike his drink then kick the fu!@ out of him, take him out the bush, strip him and tie him to a tree and poor honey all over him and let the wild animals take control of the situation..

or just offer him a cake, bake it full of hash, go over 2 hours later, pick him up and drive him to the nearest aboriginal mission, drop him off with a sign on his back saying "Smile I can't see you"...

Better to get your enemies close I say, be nice, always say hi...
Any balls get kicked over, hand deliver them to him, kill him with kindness I say, go completely overboard and drive him insane with kindness...
Every time he calls the council, go directly over to his house and say thanks for your concern for my dogs, I really appreciate it and ask him if you can repay him in some way...now the council are even keeping an eye on my dogs for me, your a champion...I would appreciate you doing this every time you hear a noise from them, maybe there in some sort of danger...

If none of these work, just invite a really savage guy to go and say a few words to him and warn him of the dangers of pissing a mate off...

Or get someone to break into his place and steal all of his sh!@ and if he mentions anything you should say, maybe you should buy a dog..
