the fines traditionaly handed down are for unregistered and uninsured the unlicenced thing should go away if he went to court as there is no licencing requirement for ATVs ie; you cannot have it endorsed on your licence to ride one they just dont do it.
a mate of mine got done at stockton ( on lavis lane) unrego uninsured and DUI ... 12 months licence suspension and about 2500 bucks all up.

Lavis lane (the road into stockton), when was that, I guess if he was on the road they would sting him hard for that.... |

Bike confiscation seems to be big on the list of fines now...
